Use WordPress. You will never go wrong with that. Its skinning and management are so simple yet it’s really powerful. It’ll be more or less like a blog.

It could be a developer's resource as well as a resource for people to download things. I think that a good name for that type of thing would be "Peppermill" because it would connote, to a degree, both making something (peppers) as well adding spice to something (mint). As far as the design goes, I like the idea abou abandoning the mint style and focusing on the colors of pepper. However, instead of confining yourself to black and white, remember that peppercorns come in various, lovely colors such as brown and red and green.

ExpressionEngine is NOT, in fact, free. Drupal can certainly do whatever you want, but it will almost certainly take a nontrivial amount of time to wrap your head around theming it. Push-templated CMSs don’t easily relinquish full layout control. I could be of (somewhat limited) help in this department, if you end up going with Drupal.
